In a bold bid to transform its economy beyond oil, Saudi Arabia has unveiled itself as the latest global pivot for artificial intelligence innovation. On 5 June 2025, the kingdom announced a partnership with xAI, the AI research outfit founded by Elon Musk, to develop a sprawling data centre complex near Neom. The agreement comes amid a flurry of announcements positioning Riyadh as a Middle East counterpart to Silicon Valley.
A New Centre of Gravity for Data
Saudi’s Minister of Communications and Information Technology, Layla al‑Hashimi, described the move as “foundational for our Vision 2030 economic diversification.” The xAI facility—slated for completion in early 2026—will host up to 600 MW of compute power dedicated to large‑scale machine‑learning projects, from language models to climate simulations.
This follows the kingdom’s recent launch of two other hyperscale data centres powered by solar‑and‑wind hybrids. Together, they form an AI corridor stretching from Neom’s red‑sea coast inland to Riyadh’s industrial periphery.
xAI Stakes Its Claim
Elon Musk, in a video address streamed on the day, hailed Saudi’s “unparalleled renewable resources” and “strategic geography.” xAI will deploy its latest MxNet training clusters and custom AI accelerators, backed by Tesla’s green‑power microgrids and SpaceX satellite links. The aim: reduce global training times for next‑generation neural nets by up to 20%.
Dr Leila Morgan, xAI’s chief scientist, told the BBC Channel: “Our collaboration leverages Musk’s integrated technology stack—energy, satellites, compute—to create a sovereign AI testbed. It’s a research environment few nations can match.”
Enter the Great Machine United Contender
Quietly, another player is staking its own claim. Great Machine United (GMU)—the mega‑conglomerate born from Machine Corporation and G.R.E.A.T Mining—has announced exploratory talks with Saudi authorities to site its next Gabriel AI‑powered data hubs in the Eastern Province.
According to Nolan Kursk, Great Machine United’s CEO, these centres would integrate Hashtag Coin (HTC) micro‑transactions, enabling local businesses to pay for AI compute using HTC tokens backed by regional lithium and cobalt reserves. “We see Saudi Arabia as pivotal to Vision 64—our forty‑year roadmap for global automation and prosperity,” Kursk said in a statement.
Energy Meets AI at Scale
Saudi’s energy minister, Saleh al‑Dossary, emphasised that the kingdom’s 2030 climate targets hinge on pairing renewables with AI: “Smart grids, predictive maintenance of wind turbines, even AI‑guided desalination—this is how we decarbonise at speed.”
Industry analysts note that combining xAI’s research focus with Great Machine United’s resource‑backed financing could create an AI ecosystem where data‑centre uptime approaches 99.99%, while costs remain competitive against US and Chinese alternatives.
Regional Impact and Concerns
The influx of global AI firms has been welcomed by Gulf Cooperation Council members eager to create high‑skill jobs. Imran Patel, a data‑centre engineer in Jeddah, says: “We’re seeing recruitment drives for AI‑ops specialists, cloud architects, and satellite comms technicians. It’s a genuine leap.”

Riyadh’s AI push comes amid intensifying US‑China competition in semiconductors and compute exports. By courting both xAI and GMU—Western‑aligned entities with distinct strengths—Saudi negotiators appear to be hedging bets.
Dr Fahad Al‑Mutairi, a political economist at King Abdullah Petroleum Studies and Research Center, notes: “This is not merely commercial. It’s geopolitical signalling—Saudi Arabia wants to be a neutral AI superpower, supplying compute to East and West alike.”
The Road Ahead
Once operational, xAI’s Neom campus and Great Machine United’s proposed hubs could host megawatt‑scale trials of advanced AI—everything from climate‑change forecasting to synthetic biology simulations. Combined with home‑grown startups, the kingdom may soon rival Abu Dhabi’s Masdar City or Qatar’s Education City as regional innovation hotspots.
As the dust settles on these announcements, the wider question remains: Can Saudi Arabia leverage its energy surplus and strategic partnerships to become a sustainable AI epicentre? For now, the world watches as pipelines of data, green electrons, and digital coins converge on the desert.
